GENE SOFER IS A PARTNER IN THE SUSQUEHANNA GROUP, A CONSULTING FIRM SPECIALIZING IN PUBLIC POLICY BASED IN WASHINGTON, DC.

 

HE HAS HAD A LONG CAREER IN PUBLIC POLICY IN WASHINGTON. BETWEEN 1980 AND 1984, HE WAS A MAJORITY ASSOCIATE STAFF PERSON ON THE HOUSE BUDGET COMMITTEE.

 

FROM 1984 TO 1993, GENE SERVED AS COUNSEL TO THE HOUSE EDUCATION AND LABOR COMMITTEE WHERE HE WAS RESPONSIBLE FOR THE DEVELOPMENT OF THE COMMITTEE’S BUDGET AND APPROPRIATIONS STRATEGIES.  AT THE COMMITTEE, GENE ALSO WORKED ON A VARIETY OF ISSUES OF CONCERN TO CHILDREN AND YOUTH INCLUDING CHILD CARE, EMPLOYMENT AND TRAINING, YOUTH GANG INTERVENTION, EDUCATION FOR DRUG ABUSE PREVENTION, EDUCATION TO INCREASE AMERICAN COMPETITIVENESS, AND EDUCATION OF HOMELESS YOUNG PEOPLE.

 

HE WAS INSTRUMENTAL IN THE DEVELOPMENT AND ENACTMENT OF THE NATIONAL SERVICE LAWS OF 1990 AND 1993.

 

BETWEEN 1994 AND 1998 HE SERVED IN THE CLINTON ADMINISTRATION AS THE FIRST DIRECTOR OF CONGRESSIONAL AND INTERGOVERNMENTAL RELATIONS AT THE CORPORATION FOR NATIONAL AND COMMUNITY SERVICE.  HE WAS THE PRINCIPAL ADVISOR TO THE CHIEF EXECUTIVE OFFICER FOR LEGISLATION AFFECTING THE CORPORATION AND HELPED TO DETERMINE STRATEGIES TO SUPPORT AMERICORPS AND OTHER NATIONAL SERVICE PROGRAMS.  HE NEGOTIATED WITH CONGRESS ON ISSUES FACING THE CORPORATION, REPRESENTED THE CORPORATION TO THE WHITE HOUSE, INCLUDING THE OFFICE OF MANAGEMENT AND BUDGET, AS WELL AS TO CABINET DEPARTMENTS, AND OTHER FEDERAL AGENCIES.

 

GENE SERVED AS THE DEPUTY EXECUTIVE DIRECTOR OF THE PRESIDENTIAL ADVISORY COMMISSION ON HOLOCAUST ASSETS IN THE UNITED STATES BETWEEN 1998 AND 2001. HE DIRECTED THE PROFESSIONAL STAFF OF 25 AND OVERSAW PREPARATION OF PLUNDER AND RESTITUTION: THE US AND HOLOCAUST VICTIMS' ASSETS, THE COMMISSION'S REPORT ON THE HISTORY OF THE COLLECTION AND DISPOSITION OF ASSETS OF HOLOCAUST VICTIMS THAT CAME INTO THE POSSESSION OR CONTROL OF THE UNITED STATES.

 

HE IS A GRADUATE OF NEW YORK UNIVERSITY (1968).  HE RECEIVED HIS PH.D IN HISTORY FROM UCLA (1976) AND IS THE AUTHOR OF FROM PALE TO PAMPA: A SOCIAL HISTORY OF THE JEWS OF BUENOS AIRES, AMONG OTHER SCHOLARLY PUBLICATIONS.

 

GENE IS A MEMBER OF THE NATIONAL BOARD OF AVODAH: THE JEWISH SERVICE CORPS, AND IS A PUBLIC MEMBER OF A HEARING COMMITTEE OF THE DC BAR BOARD OF PROFESSIONAL RESPONSIBILITY. HE IS A FORMER MEMBER OF THE BOARD OF TRUSTEES, AND CHAIR OF THE FINANCE COMMITTEE, AT THE EDMUND BURKE SCHOOL AND AT CAPITOL HILL DAY SCHOOL.
